Description
Plan, direct and coordinate activities and operationsinvolving building, zoning, and subdivision matters; oversee and ensure the enforcement of City building codes,zoning ordinances, and subdivision regulations; provide building code and zoning ordinance information to the public, City staff, contractors and architects; and provide policy, technical and administrative support to the Mayor, City Council and City Administrator.

- Direct and manage the development and administration of the Building Department.
- Direct the development of budgets,expendituresand resources for departmental operations; forecastexpenseand revenue.
- Develop and present codes, ordinances, resolutions, and public hearing presentations for CityCouncildeliberations and decisions.
- Conductcommercial and residentialstructural inspections includingplumbing and mechanicalinspections ; ensure compliance with City, County, State and Federal codes and regulations;complete andmaintainappropriate recordsof inspections.
- Reviewresidentialconstruction plans and specifications for compliance with City building codes and zoning ordinances; approve construction plans for permit issuance; issue building permits.
- Performhousing inspections; ensure that construction and repair work meetsCodestandards
- Fulfill the dutiesset forth inthe Statutes and Ordinances that are assigned to the Chief Building Official.
- Develop,planand implement department goals andobjectives; recommend and administer policies and procedures.
- Direct, oversee and monitorworkflow; review and evaluate work products,methodsand procedures.
- Direct, oversee andparticipatein the development and administration of the Building Department budget; direct the forecast of funds needed for staffing, equipment, and supplies;monitorand approve expenditures; implement mid-year adjustments.
- Develop building, electrical, plumbing, mechanical, mobile home parks and sign code regulations for adoption and enforcement within theValleyjurisdictional area.
- Select, train, motivate and evaluate personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement discipline and termination procedures.
- Coordinate department activities with other departments and outside agencies and organizations;provide assistance toCity Administrator,Mayorand City Council.
- Answer questions and provide information to the public, City staff, contractors and architectsregardingbuilding codes and zoning ordinances;codeenforcement andinspectionspractices.
- Direct investigations of various citizens' complaints concerning building and zoning violations; respond to and resolve difficult and sensitive citizens' inquiries; and referral of criminal complaints.
- Maintain knowledge of trends and innovations in the construction industry, materials, methods,codesand life safety requirements.
- Direct and oversee preparation and maintenance of various reports and records of Building Department activities; prepare reports and studies asrequested.
- Advise and provide information to the City Council and other boardsregardingbuilding and zoning regulations.
- Act as the Flood Plain Administrator for the City following requirements adopted by FEMA.
- Perform related duties as assigned.
Knowledge,Skillsand Abilities
Knowledge of:
- Principles and practices of modern structural construction, plumbing, electrical and mechanical work.
- Modern construction methods and practices.
- Accepted safety standards and methods of building construction.
- Various materials used in construction and the approved uses of such materials.
- Proper procedures for the review of construction plans and issuance of permits.
- Principles and practices of organization,administrationand personnel management.
- Principles and practices of budget preparation and administration.
- Principles of supervision,trainingand performance evaluation.
- Pertinent Federal,Stateand local laws,codesand regulations.
- Various Nationalbuilding,plumbing,electricalandmechanical codes.
- Principles and proceduresofrecord keeping.
Ability to:
- Effectively administer a variety of Building Inspections activities.
- Identifyand respond to public, City staff, City Council, contractors, and architects' inquiries and concernsregardingbuilding related issues.
- Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans,regulationsand standard construction practices.
- Read and interpret building plans,specificationsand building codes.
- Interpret and apply Federal,Stateand local policies, procedures,lawsand regulations.
- Advise onstandard construction methods and requirements.
- Supervise,trainand evaluate assigned staff.
- Communicate clearly and concisely, both orally and in writing.
- Prepare and administer a budget.
Training, Education and Experience
Any combination of experience and training that wouldlikely providethe required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Experience:
10years of increasingly responsible experience inall forms ofbuildingconstruction or 5yearswithaBachelor 'sdegree in a relatedfield.
Training:
Equivalent to aBachelor'sdegree from an accredited college or university with major course work in building construction or a related field.
Licenses/Certifications/Registrations Required
License or Certification:
Possession of valid Certified Building Inspector's Licenses B1, B2, P1,P2, M1, M2issued by the International Conference of Building Officialsor the ability to obtain said licenses within 2 years of date of hire on a schedule agreeable to the City.
Employeemustpossessa valid drivers license andmaintaininsurability asdeterminedby the Citys insurance carrier.
