Position Summary The Chief Information Officer (CIO) serves as Roxbury Community College's (RCC) senior technology executive and visionary leader. The CIO is responsible for advancing the College's digital transformation, ensuring a robust cybersecurity posture, and leading technology-enabled student success initiatives.
As a member of the Executive Leadership Team, the CIO provides the strategic roadmap to ensure technology aligns with RCC's academic mission, operational excellence, and equity priorities. The CIO will champion a "student-first" digital experience, ensuring that institutional technology is accessible, intuitive, and reduces administrative barriers to student persistence. This role is both a strategic architect and an operational steward, requiring executive presence, fiscal responsibility, and the ability to build deep trust across academic, administrative, and community stakeholder groups.
Key Responsibilities - Strategic Technology Leadership & Innovation
- Develop and execute a multi-year IT strategic plan that prioritizes institutional sustainability and academic innovation.
- Serve as the principal advisor to the President and Executive Leadership Team on emerging trends, including AI integration and ethical data usage.
- Support IT governance structures that promote transparency, accountability, and cross-functional collaboration.
- Lead the College's cloud-first strategy, completing the migration of legacy on-premise systems to secure, scalable environments.
- Student Experience & Academic Alignment
- Collaborate with Academic Affairs to enhance instructional technology, ensuring hybrid and online learning platforms are world-class.
- Digital Equity Advocate: Develop and lead strategies to mitigate the digital divide, ensuring all students have the hardware, connectivity, and support needed for academic success.
- Workforce Integration: Partner with local industry and workforce development teams to ensure campus labs and software tools mirror the technical fluencies required by the Boston labor market (e.g., healthcare informatics, biotech, and green energy).
- Cybersecurity & Risk Management
- Develop and implement a comprehensive cybersecurity framework and a "Culture of Security" through campus-wide literacy and awareness programs.
- Ensure rigorous compliance with FERPA, HIPAA, GLBA and Massachusetts state cybersecurity standards.
- Lead institutional risk assessments, disaster recovery planning, and business continuity protocols to protect the College's digital assets.
- Data Strategy & Predictive Analytics
- Establish a college-wide data governance framework to ensure "single source of truth" data integrity.
- Promote data-informed decision-making by deploying dashboards and predictive analytics to support enrollment management and student retention.
- Oversee the ethical implementation of AI-enabled tools to improve operational efficiency and student engagement.
- Enterprise Systems & Infrastructure
- Oversee the lifecycle of all enterprise systems (ERP, SIS, HRIS, LMS, and CRM), ensuring interoperability and a frictionless user experience.
- Ensure a reliable, high-speed, and secure network infrastructure that supports 24/7 academic and administrative operations.
- Manage long-term capital technology replacement cycles to prevent technical debt.
- Fiscal Stewardship & Team Development
- Develop and manage the IT operating and capital budgets, ensuring maximum ROI on technology investments.
- Lead and mentor a high-performing IT team, fostering a culture of innovation, accountability, and service excellence.
- Identify grant and external funding opportunities (e.g., Title III, NSF) to support large-scale technology initiatives.
Requirements: Qualifications Education & Certifications - Required: Bachelor's degree in information technology, Computer Science, or a related field.
- Preferred: Master's degree (MBA or MS) and relevant professional certifications (e.g., CISSP, CISM, PMP, or TOGAF).
Experience - Minimum 10 years of progressive leadership experience in information technology, preferably within higher education or high-compliance regulated sectors (e.g., healthcare or public sector).
- Proven track record of leading large-scale digital transformation projects and enterprise system (ERP/SIS) implementations.
- Demonstrated experience managing multimillion-dollar budgets and complex vendor negotiations.
- Direct experience implementing AI frameworks and advanced data analytics platforms.
